Prerequisites for the Bilan Carbone® method

In order to have its assessment evaluated, the organization provides the documents necessary to the evaluation team. The list of these documents can be found in the section dedicated to reporting, in Bilan Carbone® methodological guide

Some supporting documents remain valid for several years and carrying out a Bilan Carbone® process regularly (particularly for high maturity levels) should not force the organization to systematically redo reflections that remain relevant. The evaluator thus has a validity range for certain deliverables:

  • The action plan and their quantifications, the objectives of the transition plan as well as its trajectory remain valid for a period of 2 years. However, it is necessary to keep the monitoring of the transition plan up to date;

  • The entire stakeholder engagement process and the actions carried out remain valid for a period of 2 years ;

  • for an Advanced level: The risk analysis remains valid for a period of 10 years ;

So that the evaluated assessment can be considered a Bilan Carbone®, the project team that carried out the assessment must be trained. The requirements vary depending on maturity level of the organization:

  • for an Initial Bilan Carbone®: The person or team operationally responsible for the assessment (internal or external) is trained in the Bilan Carbone® method

  • for a Standard Bilan Carbone®: The coordinator and the operational officers (internal or external) are trained in the Bilan Carbone® method.

  • for an Advanced Bilan Carbone®: The member of management in charge of the approach has taken the training for decision-makers. The coordinator, the operational officers and any external supports are trained in the Bilan Carbone® method. Representatives from each department participate in the implementation of the transition plan and have taken the training for decision-makers.

The trainings taken and their timing and currency must be in accordance with the specifications given by the Association for Low Carbon Transition (ABC).

So that the verified assessment can be considered a Bilan Carbone®, it must be carried out with the Excel Bilan Carbone® tool, the BC+® software or any other tool following the Bilan Carbone® method and having validated the ABC tool conformity audit (a list of these tools is available in the directory of compliant tools published on the ABC website).

So that the evaluated assessment can be considered a Bilan Carbone®, management must be involved in the approach. The requirements vary depending on maturity level of the organization:

  • for an Initial Bilan Carbone®: A coordinator is appointed internally. He or she leads the approach, then is responsible for the construction, implementation and monitoring of the transition plan.

  • for a Standard Bilan Carbone®: A member of management is in charge of the approach. A coordinator is appointed internally: he or she leads the approach, then is responsible for the construction, implementation and monitoring of the transition plan. The main operational functions concerned by the transition plan also participate in its construction.

  • for an Advanced Bilan Carbone®: A member of management is in charge of the approach. A coordinator is appointed internally: he or she leads the approach, then is responsible for the construction of the transition plan with the support of the main operational functions concerned. The implementation and monitoring of the transition plan are the responsibility of the main operational functions and at least one member of management is accountable for its application within the organization.
