This section concerns the people who will carry out the evaluation of a Bilan Carbone®, the control of compliance with the ESRS E1 standard of the CSRD, or a critical review ofits BEGES-R.

Composition of the evaluation team

The entire evaluation team is trained in the Bilan Carbone® method and is a member of ABC. The evaluation team is led by an evaluation lead. It is trained and certified in the assessment of bilans. The prerequisites to attend this training are set out later in this section.

The evaluation process can be carried out by the evaluation project leader alone or accompanied by one or more people, provided that each of the following required skills is met by at least one member of the team:

  • Evaluation expertise : be up to date with their training for bilan evaluations, offered by the Association for Low Carbon Transition (ABC) and partner training organizations, and be certified in bilan evaluations. This requirement is met at least by the project leader himself;

  • Sectoral Bilan Carbone® expertise : be up to date with their training in the Bilan Carbone® method and have carried out, during the last 3 years, at least 1 Bilan Carbone® in the same sector as the organization of the assessed bilan (same NAF code);

  • Optional - In order to be able to provide a limited assurance statement : support by a chartered accountant, carrying out the bilan evaluation assignment in accordance with their professional standard.

Principles of the evaluation team

It is imperative that the people carrying out the evaluation did not participate in the process of preparing the bilan to be evaluated.

The standard ISO 14066 : 2023 specifies the competency requirements for environmental management verification teams, including greenhouse gas inventories, and introduces, for the benefit of verifiers, the following principles which are adopted in the framework of the evaluation of Bilan Carbone® assessments:

This standard also defines the general and technical knowledge necessary for a verifier to carry out a verification engagement of GHG emissions.

We stress here the necessary independence of the people involved in the evaluation of GHG emission inventories from those who prepared these inventories. ABC must be notified of any conflict of interest for the evaluation of Bilan Carbone® assessments.

Training in bilan evaluations

ABC will offer from 2025 training courses for experts wishing to carry out evaluations or critical reviews of BEGES-R, BR-CSRD and Bilan Carbone® assessments.

The following prerequisites are required in order to attend this training:

  • Be up to date with your training in the Bilan Carbone®

  • Have carried out at least 1 Bilan Carbone® in the last 3 years

  • Be a member of the Association for Low Carbon Transition (ABC)

Certifications for bilan evaluations

The evaluation project leader must be certified in bilan evaluations.
