**Ce guide présente la méthode** [**d'évaluation** ](/ressources/glossaire#evaluation-des-bilans)**d'un Bilan Carbone® ainsi que d'un Bilan GES Réglementaire.** Il détaille les principes, la méthodologie et le déroulé de la démarche d'évaluation des bilans. Le guide est structuré sous un format arborescent et est accompagné d'un [outil d'évaluation](/ressources/bibliographie#outil-devaluation-des-bilans) dont uniquement l'[équipe d'évaluation](/process/lequipe-devaluation) aura accès.

En plus de l'évaluation des bilans, ce guide présente également un guide de contrôle des exigences de la norme ESRS E1 de la CSRD, ne donnant pas de restitution officielle, mais permettant de contrôler l'atteinte de ses exigences avant l'audit annuel.

Le guide est construit pour permettre à l'équipe d'évaluation d'évaluer et/ou contrôler, en parallèle, le respect d'un bilan aux exigences d'une ou plusieurs (parmi ces trois) méthodes et réglementations.

# Contributeurs : Remerciements

Le contenu du **guide d'évaluation des bilans** a été défini et travaillé par un groupe de travail copiloté par **l'ABC** et le **CNOEC**. L'objectif de ce groupe de travail, qui a eu lieu pendant le premier semestre 2024, était de créer un référentiel d'évaluation des bilans permettant de vérifier leur conformité à la méthode, les données employées et leurs résultats.

L'[annexe 1](/annexe-1-rapport-dauto-evaluation-vierge) présente le contenu d'un rapport vierge d'évaluation. L'évaluation faite par un évaluateur formé et certifié n'est pas à remplir dans ce document, puisqu'elle passera par un [outil ](/ressources/bibliographie#outil-devaluation-des-bilans)spécifique et une [plateforme](/ressources/bibliographie#plateforme-de-levaluation-des-bilans) dédiée.

L'[annexe 2](/annexe-2-controle-du-respect-des-exigences-de-la-esrs-e1-csrd) présente les consignes et contenu d'un rapport de contrôle des exigences de la norme ESRS E1 de la CSRD.


# Vérification et validation d’un Bilan GES Réglementaire

Les conséquences du réchauffement climatique et la crise énergétique démontrent **la nécessité de réduire nos émissions de GES ainsi que notre dépendance aux énergies fossiles**.

L’article 75 de la loi n° 2010-788 du 12 juillet 2010 portant engagement national pour l’environnement (ENE) a posé le principe d’une **généralisation des bilans d’émissions de gaz à effet de serre** (c’est à dire le BEGES-R) pour :

* Les entreprises de plus de 500 salariés (250 dans les DOM)
* Les collectivités de plus de 50 000 habitants
* Les établissements publics de plus de 250 agents
* Les services de l’État

Ces bilans sont un **diagnostic des émissions de gaz à effet de serre** sur une année d’une personne morale en vue d’identifier et de mobiliser les gisements de réduction de ces émissions. Dans le cadre de l’établissement du BEGES-R, un plan de transition, listant les actions de réduction des émissions, est à définir et publier.

Par ailleurs, les collectivités peuvent intégrer leur BEGES-R dans le Plan Climat Air Energie Territoire (PCAET) qui les couvre et être ainsi exonérées de sa publication sur la plateforme ADEME dédiée.

Dans la même logique, les entreprises soumises à la Déclaration de Performance Extra-Financière (DPEF) pouvaient être dispensées de l’élaboration du plan de transition si les informations correspondantes figurent dans cette déclaration. Aujourd’hui, la [CSRD](/ressources/bibliographie#csrd-et-ordonnance-n-2023-1142-du-6-decembre-2023) (Directive européenne sur le rapport extra financier en matière de développement durable) remplace le Non Financial Reporting Directive (NFRD) et donc le DPEF en France.

Le BEGES-R est public et mis à jour tous les 4 ans pour les personnes morales de droit privé, et tous les 3 ans pour l’État, les collectivités territoriales et les autres personnes morales de droit public. Le BEGES-R doit être publié sur la [plateforme de l’ADEME](/ressources/bibliographie#plateforme-bilan-ges-de-lademe).

L’évaluation des bilans réglementaires est faite par les Directions Régionales de l’Environnement, l’Aménagement et du Logement ([DREAL](/ressources/glossaire#dreal)), en s’appuyant sur les éléments publiés sur la plateforme mentionnée ci-dessus. Des éventuels envois complémentaires peuvent être demandés.

En cas de **manquement** constaté, le préfet de région met en demeure l’obligé de régulariser sa situation dans un délai fixé. En cas de non-respect du délai imparti, le préfet peut ordonner le paiement d’une amende. La loi relative à l'industrie verte a renforcé en 2023 les sanctions infligées aux entreprises. Désormais, la sanction maximale en cas de non réalisation du BEGES-R est de 50 000 euros, et 100 000 euros en cas de récidive.

L’évaluation des BEGES-R par les DREAL garantit leur **fiabilité** et renforce la **crédibilité** de leurs résultats. Elle permet également d’identifier des points bloquants et d’amélioration entre deux bilans d’une personne morale.

# Vérification et validation d’un Bilan Carbone®

Dans un monde bas carbone, la démarche Bilan Carbone® joue un **rôle crucial pour accompagner tout type d’acteur**, du moins mâture au plus expérimenté, dans leur **quantification de l'impact environnemental** d’une activité, ainsi que pour **trouver les mesures efficaces pour en réduire les effets**.

Le Bilan Carbone® est une **démarche de progrès en matière de gaz à effet de serre (GES)**, à la fois pour réduire les émissions, mais aussi pour évaluer sa vulnérabilité et identifier les risques et opportunités de transition pour son activité.

Le terme « Bilan Carbone® », en plus de la **méthode**, désigne également les **outils** diffusés par l’**Association pour la transition Bas Carbone (ABC)**, qui permettent de procéder aux calculs nécessaires. Le résultat de l’évaluation appliquée à une activité ou un territoire est appelé « Bilan Carbone® », de même que le diagnostic des émissions de gaz à effet de serre établi grâce à l’utilisation de cette méthode.

Une **formation** est requise pour pouvoir appliquer la méthode Bilan Carbone® et utiliser ses outils.

L’un des aspects fondamentaux de cette méthode est la **transparence** sur tout le processus de calcul, du choix des périmètres jusqu’aux moyens de communication aux parties prenantes.

L’évaluation d’un Bilan Carbone® garantit ainsi la **fiabilité** des résultats. Elle permet également d’**identifier des points bloquants et d’amélioration** entre deux bilans d’une organisation.

Le présent guide donne les lignes directrices pour **évaluer un Bilan Carbone®** et produire un rapport compréhensible par les différents acteurs ayant un rôle dans l’établissement d’un Bilan Carbone® (plus d’informations sur l’écosystème de la comptabilité carbone sur le [site de l'ABC](/ressources/bibliographie#abc-association-pour-la-transition-bas-carbone)).

# Process d'évaluation des bilans

Cette section présente les deux processus distincts : celui suivi par les évaluateurs et celui suivi par les organisations faisant évaluer leur bilan.

## Le processus d’évaluation des bilans se structure en trois grandes étapes, impliquant différents acteurs :

*Des* [*infographies* ](#processus-pour-les-evaluateurs)*présentées plus bas sur cette page illustrent les processus propres aux organisations et aux évaluateurs.*

1. **La formation et certification des évaluateurs :**
   * Formation proposée par **l'ABC et les organismes de formation partenaires**, et certification de l'AFNOR Certification. Les prérequis pour suivre la formation seront expliquées dans la sous-section "[Equipe d'évaluation](/process/lequipe-devaluation)". A l'issu de la formation et certification, les outils nécessaires au process sont fournis aux évaluateurs par l'ABC
   * Inscription de l'évaluateur dans **l'annuaire public des évaluateurs**. Cet annuaire est accessible via le [site de l'ABC](/ressources/bibliographie#abc-association-pour-la-transition-bas-carbone)
2. **L'évaluation :**
   * Signature du **contrat tripartite** entre l'équipe d'évaluation, l'organisation et l'ABC. Transmission de pièces et documents nécessaires à l'évaluation (L'ensemble des documents à transmettre est spécifié dans le [guide méthodologique du Bilan Carbone®](/ressources/bibliographie#guide-methodologique-bilan-carbone-r), ils sont à transmettre avant le début de l'évaluation et doivent être rédigés dans une langue maîtrisée par l'équipe d'évaluation)
   * **Evaluation**, selon les modalités décrites dans ce guide et dont des approfondissements sont présents dans l'[outil](/ressources/bibliographie#outil-devaluation-des-bilans) fourni aux évaluateurs certifiés. Les compétences nécessaires pour l'effectuer ainsi que les interventions possibles sont décrites dans la sous-section "[Equipe d'évaluation](/process/lequipe-devaluation)"
   * A la fin de la démarche, l'évaluateur transmet résultat de l'évaluation ainsi que l'outil d'évaluation complété à l'ABC. Une fois le résultat reçu, l'ABC transmets l'**attestation d'évaluation** à l'organisation dont le bilan a été évalué.
3. **Le suivi administratif**
   * Le résultat permet ensuite la mise-à-jour de la base **OCCF** qui fera part des bilans ayant été évalués
   * L'organisation pourra **communiquer** sur le résultat de l'évaluation de son Bilan Carbone® en respectant le [guide de communication de l'ABC](/ressources/bibliographie#guide-de-communication-de-labc). L'organisation n'est cependant pas dans l'obligation de communiquer sur le résultat obtenu.

En aucun cas il ne sera possible de communiquer à l'externe sur un résultat obtenu en autoévaluation ou à travers l'évaluation du bilan faite par une personne **non formée et certifiée** à l'évaluation de Bilan Carbone®. # L'équipe d'évaluation

Cette section concerne les **personnes qui réaliseront l’évaluation d’un Bilan Carbone®,** le contrôle du respect de la norme ESRS E1 de la CSRD, ou une revue critique de*s BEGES-R.*

## Composition de l’équipe d’évaluation

L'ensemble de l'équipe d'évaluation est **formé à la** [**méthode Bilan Carbone®**](/ressources/bibliographie#formation-a-la-methode-bilan-carbone-r) **et est adhérente à l'ABC**. L'équipe d'évaluation est dirigée par un [chef de projet d’évaluation](/ressources/glossaire#chef-de-projet-devaluation). **Il est** [**formé et certifié à l’évaluation des bilans**](/ressources/bibliographie#formation-a-levaluation-des-bilans). Les prérequis pour suivre cette formation sont énoncés plus loin dans cette section.

La démarche d’évaluation peut être effectuée par le chef de projet d’évaluation seul ou accompagné d'une ou plusieurs personnes, tant que chacune des compétences exigées suivantes sont remplies par au moins un membre de l’équipe :

* **Expertise d'évaluation** : être à jour de sa **formation à l'évaluation des bilans**, proposée par l'Association pour la transition Bas Carbone (ABC) et les organismes formateurs partenaires, et **être** [**certifié** à l’évaluation des bilans](#certifications-a-levaluation-des-bilans). Cette exigence est remplie au moins par le chef de projet lui-même ;
* **Expertise climat** : être à jour de sa formation à la méthode Bilan Carbone® et avoir réalisé, au cours des 3 dernières années, a minima 1 Bilan Carbone® ;
* **Facultatif - Afin de pouvoir attester avec assurance limitée** : accompagnement, par un expert-comptable réalisant la mission d’évaluation du bilan dans le respect de sa norme professionnelle, ou par une personne accréditée.

## Principes de l’équipe d’évaluation

Il est impératif que les personnes réalisant l’évaluation n’aient pas participé au processus de réalisation du bilan à évaluer.

La norme [ISO 14066 : 2023](/ressources/bibliographie#iso-14066-2020) précise les exigences de compétences pour les équipes de vérification du management environnemental, dont les bilans de gaz à effet de serre et introduit, à destination des vérificateurs, les principes suivants qui sont repris dans le cadre de l'évaluation des Bilans Carbone® :

* **De** [**conscience professionnelle**](/ressources/glossaire#conscience-professionnelle)

Cette norme définit également les connaissances générales et techniques nécessaires à un vérificateur pour réaliser une mission de vérification des émissions de GES.

Nous insistons ici sur la nécessaire indépendance des personnes intervenant dans l'évaluation des bilans d’émissions de GES vis-à-vis de celles ayant réalisé ces bilans. L'ABC doit être prévenue de tout conflit d’intérêt pour l’évaluation des Bilans Carbone®.

## Formation à l’évaluation des bilans

L’ABC proposera dès 2025 des [formations ](/ressources/bibliographie#formation-a-levaluation-des-bilans)à destination d’experts souhaitant réaliser des évaluations ou revues critiques de BEGES-R, BR-CSRD et de Bilans Carbone®.

Des **prérequis** sont demandés pour pouvoir suivre cette formation :

* Être à jour de sa [formation au Bilan Carbone®](/ressources/bibliographie#formation-a-la-methode-bilan-carbone-r)
* Avoir réalisé a minima 1 Bilan Carbone® au cours des 3 dernières années
* Être adhérent à l'Association pour la transition Bas Carbone (ABC)

## Certifications à l’évaluation des bilans

Le chef de projet d’évaluation doit être [certifié à l’évaluation des bilans](/ressources/bibliographie#certification-a-levaluation-des-bilans).


# Structure d'une évaluation

## L'évaluation est structurée selon cinq étapes :

1. Le [**recueil des informations**](/consignes-devaluation/rapport-devaluation-et-pieces-justificatives/remplissage-du-rapport) propres à l'évaluation
2. L'évaluation des [**prérequis** ](/informations-a-evaluer/informations-a-evaluer/prerequis-et-auto-evaluation)des différentes méthodes
3. L'évaluation du respect des [**critères méthodologiques**](/informations-a-evaluer/informations-a-evaluer/evaluation-du-respect-de-la-methodologie)
4. L'évaluation des [**ordres de grandeur, cohérence du bilan et pertinence de son plan de transition**](/informations-a-evaluer/informations-a-evaluer/ordres-de-grandeur-coherence-et-pertinence)
5. [**La transmission du résultat de l'évaluation, ainsi que des pièces justificatives**](/consignes-devaluation/rapport-devaluation-et-pieces-justificatives)

Les informations permettant de réaliser ces cinq étapes sont accessibles par l'évaluateur via différents moyens en fonction du bilan à évaluer : pour un Bilan Carbone®, les informations et documents nécessaires seront restitués directement au chef de projet d'évaluation par l'organisation. Les documents à restituer sont listés dans le [guide méthodologique du Bilan Carbone®](/ressources/bibliographie#guide-methodologique-bilan-carbone-r). Dans le cas d'un bilan GES réglementaire, les informations nécessaires sont disponibles sur la plateforme [Bilan GES de l'ADEME](/ressources/bibliographie#plateforme-bilan-ges-de-lademe).

Les étapes 1 à 4 ci dessus, se font dans un [outil d'évaluation dédié](/ressources/bibliographie#outil-devaluation-des-bilans), fourni aux évaluateurs formés et certifiés.

## Résultat final

Si l'évaluation du **Bilan Carbone®** ou **Bilan GES Règlementaire** permet de déterminer que tous les critères évalués ont été respectés, le rapport d'évaluation devra en faire état.

Une fois le rapport complété reçu, l'ABC transmets l'**attestation d'évaluation** à l'organisation dont le bilan a été évalué.


# Rapport d'évaluation et pièces justificatives

## Le rapport d'évaluation

Deux formats de rapport d'évaluation des bilans existent :

* **un** [**format pdf**](/annexe-1-rapport-dauto-evaluation-vierge) **:** qui concerne l'autoévaluation à faire par les organisations comme un prérequis à l'évaluation de leur bilan. Ce rapport se trouve en annexe du guide
* **un** [**outil d'évaluation**](/ressources/bibliographie#outil-devaluation-des-bilans) **:** qui concerne l'évaluation des Bilans Carbone®. Son utilisation, réservée aux évaluateurs formés et certifiés, est **obligatoire** pour le **dépôt du résultat** et l'**obtention de l'attestation d'évaluation.** Les consignes sur le remplissage de chaque section du rapport sont données dans les [sous-sections suivantes](/consignes-devaluation/rapport-devaluation-et-pieces-justificatives/remplissage-du-rapport).

## Restitution du rapport

Les résultats de l'évaluation, accompagnés des pièces justificatives, sont restitués par l'évaluateur à l'ABC.

* L'attestations de formation à la méthode Bilan Carbone® de l'ensemble des membres de l'équipe d'évaluation
* L'attestation de formation et certification à l'évaluation des bilans (a minima celle du chef de projet d'évaluation)


# Remplissage du rapport

Cette section présente les informations que l'évaluateur devra restituer dans les différentes parties du rapport.

## Informations générales sur l'évaluation

Le remplissage de cette section du questionnaire vise à regrouper les informations relatives à l'évaluation afin d'en assurer le suivi et la traçabilité.

# Informations à évaluer

Dans cette section, les modalités pratiques et les moyens à mettre en œuvre pour évaluer les informations disponibles dans les bilans et leur véracité sont présentées. Ces informations sont approfondies dans l'[outil d'évaluation](/ressources/bibliographie#outil-devaluation-des-bilans) afin d'harmoniser les pratiques entre évaluateurs.

En fonction des attentes de l’organisation ou personne morale ayant réalisé son bilan, plusieurs tableaux pourront être remplis pour :

* **Evaluer** le respect des exigences et/ou le [niveau de maturité](/ressources/glossaire#niveau-de-maturite-bilan-carbone-r) d’un [**Bilan Carbone®**](/ressources/glossaire#bilan-carbone-r)

L'utilisation du terme **Bilan Carbone®** de niveau **Initial, Standard et Avancé** dans la communication de l'organisation est conditionné au respect de l'intégralité des critères de ce niveau.

Cette étape de l'évaluation permet de vérifier et valider le respect des exigences fondamentales de chaque méthode ou règlementation.

## Auto-évaluation

Avant de procéder à l'évaluation du bilan par l’équipe d’évaluation, l’organisation ou personne morale devra autoévaluer son bilan en suivant les consignes de ce guide et en complétant le [rapport vierge se trouvant en annexe](/annexe-1-rapport-dauto-evaluation-vierge). Ceci permettra notamment de :

* Mieux savoir à quoi s'attendre dans le cas d’une première évaluation
* De bien préparer toutes preuves ou documents supplémentaires nécessaires à l'évaluation
* De corriger toute possible faute empêchant de vérifier et valider le bilan

L’année de reporting est l’année sur laquelle les données d’activité sont collectées pour établir le bilan d’émissions de GES, elle doit figurer dans le bilan.

L’année de référence est une année fixe qui, sauf nécessité, reste la même d’un exercice de bilan d’émissions de GES à l’autre mais elle peut être recalculée et doit être annoncée le cas échéant.

Lors de la réalisation de son premier bilan, la personne morale peut utiliser sa première année de reporting comme année de référence.

<summary>Le critère d’ampleur retenu, permettant de prendre en compte l’ensemble des émissions indirectes significatives, est supérieur à 80% et les postes d'émissions indirects écartés sont justifiés</summary>

Afin de pouvoir évaluer ceci dans la partie suivante en lien avec la méthodologie, il sera important dans cette étape de la démarche, de vérifier que le critère d’ampleur retenu est au moins égal à 80%, et des justifications du choix des postes d'émissions indirects écartés figurent dans la déclaration.

L’ordre de grandeur des émissions indirectes est choisi par la personne morale selon les recommandations du [guide méthodologique](/ressources/bibliographie#methode-pour-la-realisation-des-bilans-demissions-de-gaz-a-effet-de-serre-v5) :\

# Prérequis méthode Bilan Carbone®

<summary>Les documents nécessaires à l'évaluation ont été restitués ?</summary>

Afin de faire évaluer son bilan, l'organisation restitue les documents nécessaires à l'équipe d'évaluation. La liste de ces documents se trouve dans la section dédiée à la restitution, dans [guide méthodologique du Bilan Carbone®](/ressources/bibliographie#guide-methodologique-bilan-carbone-r). Afin de faciliter l'évaluation, une liste automatisée est présente dans l'[outil de l'évaluation](/ressources/bibliographie#outil-devaluation-des-bilans).

Certaines pièces justificatives restent valides sur plusieurs années et la réalisation d'une démarche Bilan Carbone® de manière régulière, (en particulier pour des niveaux de maturité élevé), ne doit pas contraindre l'organisation à systématiquement refaire des réflexions qui restent pertinentes. L'évaluateur dispose ainsi d'une fourchette de validité pour certains livrables :

* Le plan d'action et leurs quantifications, les objectifs du plan de transition ainsi que sa trajectoire, restent valides pendant une durée de **2 ans**. Il est cependant nécessaire de tenir à jour le suivi du plan de transition ;
* L'ensemble de la démarche de mobilisation et des actions menées restent valides pendant une durée de **2 ans** ;
* pour un niveau Avancé : L'analyse des risques reste valide sur une durée de **10 ans** ;

<summary>L'équipe projet est-elle formée ?</summary>

Afin que le bilan évalué puisse être considéré un Bilan Carbone®, l'équipe projet ayant réalisé le bilan, doit être [formée](/ressources/bibliographie#formation-a-la-methode-bilan-carbone-r). Les exigences varient en fonction de [niveau de maturité](/ressources/glossaire#niveau-de-maturite-bilan-carbone-r) de l'organisation :

* **pour un Bilan Carbone® Initial :** La personne ou l'équipe chargée opérationnellement du bilan (interne ou externe) est formée à la méthode Bilan Carbone®
* **pour un Bilan Carbone® Standard :** Le.la coordinateur.ice et les chargés opérationnels (internes ou externes) sont formé.es à la méthode Bilan Carbone®.
* **pour un Bilan Carbone® Avancé :** Le membre de la direction en charge de la démarche a suivi la formation pour décideurs. Le.la coordinateur.ice, les chargés opérationnels et les éventuels appuis externes sont formé.es à la méthode Bilan Carbone®. Des référents de chaque service participent à la mise en œuvre du plan de transition et ont suivi la formation pour décideurs.

Les formations suivies et leur temporalité et actualité doivent être en accord avec les [spécifications](/ressources/bibliographie#abc-association-pour-la-transition-bas-carbone) données par l’Association pour la Transition Bas Carbone (ABC).

# Évaluation du respect de la méthodologie

Evaluation du respect de la méthodologie du Bilan Carbone® et du Bilan GES Règlementaire.

Divers critères sont à évaluer afin de s’assurer que **le bilan respecte les exigences méthodologiques**. Les critères sont définis ci-dessous, accompagnés des attentes spécifiques pour chacun d’eux.

Pour le Bilan Carbone® des liens directs à la méthode sont faits. Les exigences varient en fonction du niveau de maturité de l'organisation, le niveau initial devant être respecté a minima.

Un outil pratique est mis à disposition des évaluateurs afin de faciliter leur démarche. Ce document, réservé aux évaluateurs formés et certifiés, n’est pas accessible au public.

Il permet à l’évaluateur de caractériser les différents critères à évaluer au regard du respect des référentiels (et des niveaux de maturité dans le cadre du Bilan Carbone®). Des commentaires ainsi que des justificatifs peuvent également y être ajoutés afin d’améliorer la traçabilité des résultats.

Ces facteurs permettent de convertir une donnée d’activité (km roulés, kg achetés, m2 construits, etc.) en une quantité de gaz à effet de serre (GES). Ils sont construits à partir d’Analyse de Cycle de Vie (ACV) qui permettent d'évaluer les impacts environnementaux (en l'occurrence les quantités de GES émises) d'un produit ou d'un système en étudiant les flux physiques (entrant et sortant) sur l'ensemble de son cycle de vie.

Constituants gazeux de l’atmosphère, naturels ou anthropogéniques, qui absorbent et émettent des radiations à des longueurs d’ondes spécifiques dans le spectre des radiations infrarouge émises par la surface de la Terre, l’atmosphère et les nuages. Cette propriété cause l’effet de serre.

La vapeur d’eau (H2O), le dioxyde de carbone (CO2), le protoxyde d’azote (N2O), le méthane (CH4) et l’ozone (O3) sont les gaz à effet de serre naturels de l’atmosphère terrestre.

Il y a un grand nombre de gaz à effet de serre d’origine anthropique, tels que les halocarbones et autres substances contenant du chlore ou du brome, regroupées sous le protocole de Montréal. Le protocole de Kyoto comprend le CO2, N2O, CH4, SF6, NF3, HFCs et PFCs.

# Annexe 1 : Rapport d’auto-évaluation vierge

Valable pour un Bilan Carbone®, un Bilan GES Règlementaire et le contrôle du respect des exigences de la norme ESRS E1 de la CSRD

# Annexe 2 : Contrôle du respect des exigences de la ESRS E1 (CSRD)

Depuis le 1er janvier 2024, est rentrée en vigueur la Directive européenne sur le rapport extra financier en matière de développement durable (CSRD) pour les entreprises de plus de 500 salariés, plus de 50 millions d'euros de chiffres d'affaires, et de plus de 25 millions d'euros de total de bilan. Une application progressive sera mise en place jusqu’en 2026. Elle demande un rapport sur les facteurs environnementaux, sociaux et de gouvernance des organisations, avec une vision de double matérialité. On s’intéresse ainsi à l’impact des activités de l’organisation sur l’environnement et la société, ainsi qu’à l’impact des enjeux sociétaux et environnementaux sur la performance économique de l’organisation.

Les exigences de la CSRD introduisent une obligation d’audit par un auditeur de durabilité. La mise en place de la CSRD introduit donc le besoin de vérifier les bilans, à la fois dans leur forme (qualité du process suivi, compétences des réalisateurs, etc) et dans leur fond (justification des chiffres affichés, pertinence du plan de transition résultant de la démarche).

En annexe 1 de ce guide se trouve un [rapport de contrôle vierge](/annexe-1-rapport-dauto-evaluation-vierge) sous la forme de tableaux à remplir par l’équipe de contrôle. Le [mode de complétion et les attentes](/annexe-2-controle-du-respect-des-exigences-de-la-esrs-e1-csrd) sont expliqués dans cette annexe 2.

Ce contrôle a le but de permettre à l’organisation réalisant le bilan de vérifier et valider le respect des toutes les exigences de la norme ESRS E1 de la CSRD, en relation avec le changement climatique. <mark style="color:orange;">En aucun cas, le résultat à l’issu de ce contrôle concernant les exigences de l’ESRS E1 de la CSRD, ne donne droit à l’exonération de l’audit comme prévu par l’ordonnance n°2023-1142 du 6 décembre 2023.</mark>


# Prérequis CSRD ESRS E1

## Auto-évaluation :

Avant de procéder au contrôle du bilan par l’équipe d’évaluation, l’organisation ou personne morale devra auto contrôler son bilan en suivant [ce guide](/annexe-2-controle-du-respect-des-exigences-de-la-esrs-e1-csrd/evaluation-des-exigences-csrd-esrs-e1). Ceci permettra notamment de :

* Mieux savoir à quoi s'attendre dans le cas d’un premier contrôle
* De bien préparer toutes preuves ou documents supplémentaires nécessaires au contrôle
* De corriger toute possible faute empêchant de vérifier et valider le bilan


# Evaluation des exigences CSRD ESRS E1

Divers critères sont à évaluer pour vérifier la conformité du bilan aux différentes exigences de l'ESRS E1. Dans le [tableau en annexe](/annexe-1-rapport-dauto-evaluation-vierge), chaque colonne représente une méthode/rapport et chaque ligne représente un critère à évaluer. Ci-dessous sont définis les critères par thématiques et sont données les attentes globales, pour le bilan de reporting de la norme ESRS E1 de la CSRD (les data points de l'ESRS E1 étant en constante évolution, pour plus d'informations, nous vous recommandons de vous référer à la [bibliographie](/ressources/bibliographie#csrd)).

Selon l'ESRS E1-6 l'organisation doit déclarer :

* les émissions brutes de GES du Scope 1
* les émissions brutes de GES du Scope 2
* les émissions brutes de GES du Scope 3
* les émissions brutes de GES totales

L’organisation doit inclure dans sa déclaration la totalité des émissions de GES (scope 1 et 2) dont elle a le contrôle opérationnel. Elle doit également inclure les émissions de GES du scope 3 se produisant dans sa chaîne de valeur.

Les émissions brutes de GES du scope 2 doivent inclure :

* les émissions de GES brutes en "location based" (utilisation les informations de mix énergétique local)
* et les émissions de GES brutes en "market based" (utilisant les informations basées sur le marché, en fonction de l'électricité que l'organisation choisit d'acheter).

<summary>Sur les consommations énergétiques</summary>

Selon ESRS E1-5 l'organisation doit présenter sa consommation totale d’énergie liée à ses propres activités, provenant de sources non renouvelables et de sources renouvelables, ventilés par source. Le cas échéant, l'organisation doit ventiler et présenter séparément ses productions d’énergies non renouvelables et productions d’énergies renouvelables.

Selon l'ESRS E1-7, l’organisation doit déclarer les projets d'absorption et de séquestration de GES qu'elle a développé dans sa chaîne de valeur, ainsi que la quantité de réductions ou d’absorptions d’émissions de GES dans le cadre de projets d'atténuation au changement climatique en dehors de sa chaîne de valeur et financée au travers de l'achat de n'importe quel type de crédits carbone.

L'organisation doit décrire le processus d'identification et d'évaluation des impacts liés au climat, l'analyse des risques physiques liés au climat dans ses opérations propres et dans toute sa chaîne de valeur, ainsi que les risques et opportunités liés à la transition climatique dans ses opérations propres et sur toute sa chaîne de valeur.

* l'efficacité énergétique
* le déploiement des énergies renouvelables

Selon ESRS E1-1 L'organisation doit déclarer un plan de transition (avec une ou plusieurs trajectoires de transition, un plan d'actions quantifié, les moyens permettant sa mise en œuvre, une évaluation des émissions bloquées...)

Le rapport doit indiquer si l'entreprise est ou non exclue des benchmarks Européen de l'Accord de Paris. Il doit aussi présenter une explication de la manière dont le plan de transition est intégré à la stratégie de développement globale et au planning de financement de l'organisation. Également, cette déclaration doit mentionner si ce plan de transition est approuvé par les entités administratives, de management et de supervision de l'organisation ; Si l'organisation ne dispose pas de plan de transition, ce chapitre doit alors détailler si et si oui, quand elle va en adopter un.

<summary>Sur la vision et objectifs du plan de transition</summary>

Selon ESRS E1-1 Si applicable, une explication de l'objectif poursuivi par l'entreprise pour aligner ses activités économiques (revenus) avec le règlement taxonomie (UE) 2020/852, y compris toutes réglementations déléguées liées à l'atténuation et à l'adaptation au changement climatique et à ses plans d'alignements futurs avec la taxonomie.

Selon ESRS E1-4 l'organisation indique si et comment elle a fixé ses objectifs de réduction des émissions ou tout autre objectif permettant de gérer les impacts matériels, les risques et opportunités liées au climat. Les objectifs de réduction des émissions de GES doivent être présentés, pour les trois scopes, en valeur absolue et, si cela est pertinent, en valeur d'intensité. Les objectifs de réduction des émissions de GES doivent au moins inclure des valeurs cibles pour l’année 2030 et, si disponibles, pour l'année 2050. De plus l'organisation indique si les objectifs de réduction des émissions de GES sont fondés sur des données scientifiques et compatibles avec la limitation du réchauffement climatique à +1,5 °C.

Selon ESRS E1-1 Le plan de transition doit contenir un plan d'action détaillant l'ensemble des actions que l'organisation va prendre pour atteindre son objectif de décarbonation et ainsi se conformer à la trajectoire de réduction des émissions définie auparavant. Il doit également donner le détail des investissements et du financement permettant de les mettre en œuvre.

In addition to the assessment of the reports, this guide also presents a control guide for the requirements of the CSRD's ESRS E1 standard, providing no official Reporting, but making it possible to check whether its requirements are met before the annual audit.

The guide is designed to allow the assessment team to assess and/or check, in parallel, compliance of a report with the requirements of one or more (among these three) methods and regulations.

The assessment carried out by a trained and certified evaluator is not to be filled in in this document, since it will go through a [tool ](/guide-devaluation-des-bilans-en/resources/bibliographie#outil-devaluation-des-bilans)specific and a [platform](/guide-devaluation-des-bilans-en/resources/bibliographie#plateforme-de-levaluation-des-bilans) dedicated.

The[appendix 2](/guide-devaluation-des-bilans-en/annexe-2-controle-du-respect-des-exigences-de-la-esrs-e1-csrd) presents the instructions and content of a report on compliance with the requirements of the ESRS E1 standard of the CSRD.


# Verification and validation of a Regulatory GHG Assessment

The consequences of global warming and the energy crisis demonstrate **the need to reduce our greenhouse gas emissions as well as our dependence on fossil fuels**.

Article 75 of Law No. 2010-788 of 12 July 2010 on the national commitment to the environment (ENE) established the principle of a **generalization of greenhouse gas emission assessments** (that is to say the BEGES-R) for:

* Companies with more than 500 employees (250 in the overseas departments)
* Local authorities with more than 50,000 inhabitants
* Public institutions with more than 250 employees
* State services

These reports are a **greenhouse gas emissions assessment** over one year of a Legal entity in order to identify and mobilize the potential for reducing these emissions. As part of the preparation of the BEGES-R, a Transition Plan, listing the emissions reduction actions, must be defined and published.

In addition, local authorities can integrate their BEGES-R into the Plan Climat Air Énergie Territoire (PCAET) that covers them and thus be exempt from its publication on the dedicated ADEME platform.

In the same logic, companies subject to the Non-Financial Performance Reporting (DPEF) could be exempted from preparing the Transition Plan if the corresponding information is included in this Reporting. Today, the [CSRD](/guide-devaluation-des-bilans-en/resources/bibliographie#csrd-et-ordonnance-n-2023-1142-du-6-decembre-2023) (European directive on non-financial sustainability reporting) replaces the Non Financial Reporting Directive (NFRD) and thus the DPEF in France.

BEGES-R is public and updated every 4 years for private legal entities, and every 3 years for the State, local authorities, and other public legal entities. BEGES-R must be published on the [ADEME, French Public Agency for Ecological Transition platform](/guide-devaluation-des-bilans-en/resources/bibliographie#plateforme-bilan-ges-de-lademe).

The assessment of regulatory reports is carried out by the Regional Directorates for the Environment, Planning and Housing ([DREAL](/guide-devaluation-des-bilans-en/resources/glossaire#dreal)), based on the information published on the platform mentioned above. Additional submissions may be requested.

In the event of **non-compliance** detected, the regional prefect formally requires the obligated entity to regularize its situation within a set period. If the deadline is not met, the prefect may order the payment of a fine. The Green Industry Act strengthened the penalties imposed on companies in 2023. From now on, the maximum penalty for failure to complete the BEGES-R is 50,000 euros, and 100,000 euros in the event of repeat offense.

The assessment of BEGES-R by the DREAL ensures their **reliability** and strengthens the **credibility** of their results. It also makes it possible to identify bottlenecks and areas for improvement between two assessments of a Legal entity.

This guide provides guidelines for **assess a BEGES-R**.

# Verification and validation of a Bilan Carbone®

In a low carbon world, the Bilan Carbone® approach plays a **crucial role in supporting any type of stakeholder**, from the least mature to the most experienced, in their **quantification of environmental impact** of an activity, as well as to **identify effective measures to reduce its effects**.

The Bilan Carbone® is a **continuous improvement approach in terms of Greenhouse gases (GHGs)**, both to reduce emissions, but also to assess its vulnerability and identify the Transition risks and opportunities for its activity.

The term “Bilan Carbone®”, in addition to the **method**, also refers to the **tools** distributed by the**Association for Low Carbon Transition**, which make it possible to carry out the necessary calculations. The result of the assessment applied to an activity or a territory is called “Bilan Carbone®”, as is the greenhouse gas emissions diagnosis established through the use of this method.

A **training** is required in order to be able to apply the Bilan Carbone® method and use its tools.

One of the fundamental aspects of this method is the **transparency** throughout the entire calculation process, from choosing the Boundaries to the means of Communication with Stakeholders.

Assessing a Bilan Carbone® thus guarantees the **reliability** of the results. It also makes it possible to**identify bottlenecks and areas for improvement** between two assessments of an organisation.

This guide provides guidelines for **assessing a Bilan Carbone®** and produce a report understandable by the various stakeholders involved in preparing a Bilan Carbone® (more information on the carbon Accounting ecosystem on the [site de l'Association for Low Carbon Transition (ABC)](/guide-devaluation-des-bilans-en/resources/bibliographie#abc-association-pour-la-transition-bas-carbone)).

This guide is compatible with the [Bilan Carbone® method](/guide-devaluation-des-bilans-en/resources/bibliographie#guide-methodologique-bilan-carbone-r) in its most recent version (more information in the hypertext link).

# Evaluation process for assessments

This section presents the two distinct processes: the one followed by evaluators and the one followed by organizations having their assessment evaluated.

## The process of assessing financial statements is structured in three main stages, involving different stakeholders:

*Some* [*infographics* ](#processus-pour-les-evaluateurs)*presented further down on this page illustrate the processes specific to organizations and assessors.*

1. **Evaluator training and certification:**
   * Training offered by **l'Association for Low Carbon Transition (ABC) et the partner training organizations**, and certification by AFNOR Certification. The prerequisites for taking the training will be explained in the subsection "[Evaluation team](/guide-devaluation-des-bilans-en/process/lequipe-devaluation)". After the training and certification, the tools necessary for the process are provided to the assessors by the Association for Low Carbon Transition (ABC)
   * Evaluator registration in **the public directory of evaluators**. This directory is accessible via the [site de l'Association for Low Carbon Transition (ABC)](/guide-devaluation-des-bilans-en/resources/bibliographie#abc-association-pour-la-transition-bas-carbone)
2. **The assessment:**
   * Signature of the **tripartite contract** between the assessment team, the Organisation and the Association for Low Carbon Transition (ABC). Transfer of items and documents necessary for the assessment (All of the documents to be provided are specified in the [Bilan Carbone® methodological guide](/guide-devaluation-des-bilans-en/resources/bibliographie#guide-methodologique-bilan-carbone-r), they must be submitted before the start of the assessment and must be written in a language understood by the assessment team)
   * **Evaluation**, according to the procedures described in this guide and further details are provided in the[tool](/guide-devaluation-des-bilans-en/resources/bibliographie#outil-devaluation-des-bilans) provided to certified assessors. The skills required to carry it out, as well as the possible interventions, are described in the subsection "[Evaluation team](/guide-devaluation-des-bilans-en/process/lequipe-devaluation)"
   * At the end of the process, the evaluator transmits Evaluation result as well as the completed evaluation tool to the Association for Low Carbon Transition (ABC). Once the result is received, the Association for Low Carbon Transition (ABC) transmits the**evaluation certificate** to the Organisation whose balance sheet was assessed.
3. **Administrative Monitoring**
   * The result then allows the database to be updated **OCCF** which will share the assessments that have been evaluated
   * The Organisation will be able to **communicate** on the evaluation result of its Bilan Carbone® while respecting the [Communication guide de l'Association for Low Carbon Transition (ABC)](/guide-devaluation-des-bilans-en/resources/bibliographie#guide-de-communication-de-labc). The Organisation is, however, not obliged to communicate about the result obtained.

# The Evaluation team

This section concerns the **people who will carry out the assessment of a Bilan Carbone®,** compliance monitoring with the CSRD’s ESRS E1 standard, or a critical review of*s BEGES-R.*

## Assessment team composition

The entire evaluation team is **trained in the** [**Bilan Carbone® method**](/guide-devaluation-des-bilans-en/resources/bibliographie#formation-a-la-methode-bilan-carbone-r) **and is a member of Association for Low Carbon Transition (ABC)**. The Evaluation team is led by an [evaluation project manager](/guide-devaluation-des-bilans-en/resources/glossaire#chef-de-projet-devaluation). **It is** [**trained and certified in balance sheet evaluation**](/guide-devaluation-des-bilans-en/resources/bibliographie#formation-a-levaluation-des-bilans). The prerequisites for taking this training are stated later in this section.

The evaluation process may be carried out by the evaluation project manager alone or accompanied by one or more people, provided that each of the following required competencies is met by at least one member of the team:

* **Appraisal expertise** : to be up to date with one's **training in balance sheet assessment**, proposed by the Association for Low Carbon Transition (ABC) and the partner training organizations, and **to be** [**certified** to the evaluation of balance sheets](#certifications-a-levaluation-des-bilans). This requirement is met at least by the project manager himself;
* **Climate expertise** : be up to date with training in the Bilan Carbone® method and have completed, over the last 3 years, at least 1 Bilan Carbone®;
* **Optional - In order to be able to provide limited assurance** : support, by a chartered accountant carrying out the assessment assignment in compliance with their professional standard, or by an accredited person.

## Principles of the assessment team

It is imperative that the people carrying out the assessment have not participated in the process of preparing the report to be assessed.

The standard [ISO 14066:2023](/guide-devaluation-des-bilans-en/resources/bibliographie#iso-14066-2020) specifies the competence requirements for environmental management verification teams, including greenhouse gas inventories, and introduces, for verifiers, the following principles, which are used in the assessment of Bilan Carbone®:

* **Of**[**integrity**](/guide-devaluation-des-bilans-en/resources/glossaire#integrite)
* **Of**[**impartiality**](/guide-devaluation-des-bilans-en/resources/glossaire#impartialite)
* **From** [**professional conscientiousness**](/guide-devaluation-des-bilans-en/resources/glossaire#conscience-professionnelle)
* **From** [**professional judgment**](/guide-devaluation-des-bilans-en/resources/glossaire#jugement-professionnel)

This standard also defines the general and technical knowledge necessary for an auditor to carry out a Verification mission for GHG emissions.

We emphasize here the necessary independence of the people involved in the assessment of GHG emissions reports from those who have carried out these reports. The Association for Low Carbon Transition (ABC) must be informed of any conflict of interest for the assessment of Bilans Carbone®.

## Training in balance sheet evaluation

Association for Low Carbon Transition (ABC) will propose starting in 2025 des [training ](/guide-devaluation-des-bilans-en/resources/bibliographie#formation-a-levaluation-des-bilans)for experts wishing to carry out assessments or critical reviews of BEGES-R, BR-CSRD and Carbon Footprints®.

Some **prerequisites** are required in order to take this training:

* Be up to date with one's [training in Bilan Carbone®](/guide-devaluation-des-bilans-en/resources/bibliographie#formation-a-la-methode-bilan-carbone-r)
* Have completed at least 1 Bilan Carbone® in the last 3 years
* Becoming a member of the Association for Low Carbon Transition (ABC)

## Certifications for balance sheet assessment

The evaluation project manager must be [certified in balance sheet assessment](/guide-devaluation-des-bilans-en/resources/bibliographie#certification-a-levaluation-des-bilans).


# Structure of an Evaluation

## The assessment is structured into five steps:

1. The [**gathering of information**](/guide-devaluation-des-bilans-en/assessment-instructions/rapport-devaluation-et-pieces-justificatives/remplissage-du-rapport) specific to the assessment
2. The assessment of the [**prerequisites** ](/guide-devaluation-des-bilans-en/information-to-be-assessed/informations-a-evaluer/prerequis-et-auto-evaluation)of the different methods
3. The assessment of compliance with the [**methodological criteria**](/guide-devaluation-des-bilans-en/information-to-be-assessed/informations-a-evaluer/evaluation-du-respect-de-la-methodologie)
4. The assessment of the [**orders of magnitude, consistency of the assessment and relevance of its Transition Plan**](/guide-devaluation-des-bilans-en/information-to-be-assessed/informations-a-evaluer/ordres-de-grandeur-coherence-et-pertinence)
5. [**The transmission of the Evaluation result, as well as supporting documents**](/guide-devaluation-des-bilans-en/assessment-instructions/rapport-devaluation-et-pieces-justificatives)

The information required to carry out these five steps is accessible to the evaluator through various means depending on the assessment to be evaluated: for a Bilan Carbone®, the necessary information and documents will be provided directly to the Evaluation lead by the Organisation. The documents to be provided are listed in the [methodological guide to Bilan Carbone®](/guide-devaluation-des-bilans-en/resources/bibliographie#guide-methodologique-bilan-carbone-r). In the case of a regulatory GHG emissions report, the necessary information is available on the platform [Greenhouse Gas (GHG) Inventory of ADEME, French Public Agency for Ecological Transition](/guide-devaluation-des-bilans-en/resources/bibliographie#plateforme-bilan-ges-de-lademe).

The steps 1 to 4 above are done in a [dedicated assessment tool](/guide-devaluation-des-bilans-en/resources/bibliographie#outil-devaluation-des-bilans), provided to trained and certified evaluators.

## Final result

If the assessment of the **Bilan Carbone®** or **Regulatory GHG Assessment** allows it to be determined that all the evaluated criteria have been met, the evaluation report must state this.

Once the completed report is received, the Association for Low Carbon Transition (ABC) sends the**evaluation certificate** to the Organisation whose balance sheet was assessed.


# Assessment report and supporting documents

## The assessment report

Two formats of assessment report for inventories exist:

* **one** [**PDF format**](/guide-devaluation-des-bilans-en/annexe-1-rapport-dauto-evaluation-vierge) **:** which concerns the Self evaluation to be carried out by organizations as a prerequisite to the assessment of their inventory. This report is found in the appendix to the guide
* **one** [**assessment tool**](/guide-devaluation-des-bilans-en/resources/bibliographie#outil-devaluation-des-bilans) **:** which concerns the assessment of Carbon Footprints®. Its use, reserved for trained and certified assessors, is **mandatory** for the **submission of the result** and the**obtaining the evaluation certificate.** Instructions on how to fill in each section of the report are given in the [following subsections](/guide-devaluation-des-bilans-en/assessment-instructions/rapport-devaluation-et-pieces-justificatives/remplissage-du-rapport).

## Reporting of the report

The evaluation results, along with supporting documents, are returned by the evaluator to Association for Low Carbon Transition (ABC).

# Information to be assessed

In this section, the practical procedures and the means to be implemented to assess the information available in the reports and their accuracy are presented. This information is further detailed in the[assessment tool](/guide-devaluation-des-bilans-en/resources/bibliographie#outil-devaluation-des-bilans) in order to harmonize practices among evaluators.

Depending on the expectations of the Organisation or Legal entity that prepared its report, several tables may be completed to:

* **Assess** compliance with the requirements and/or the [Maturity level](/guide-devaluation-des-bilans-en/resources/glossaire#niveau-de-maturite-bilan-carbone-r) of a [**Bilan Carbone®**](/guide-devaluation-des-bilans-en/resources/glossaire#bilan-carbone-r)
* **Assess** compliance with the requirements of a [**regulatory GHG inventory**](/guide-devaluation-des-bilans-en/resources/glossaire#bilan-ges-reglementaire)
* **Check** compliance with the requirements of the [**CSRD ESRS E1**](/guide-devaluation-des-bilans-en/resources/glossaire#csrd-et-csrd-esrs-e1) (instructions for this check are in the appendix)
* Several or all of the above

Before the assessment of the report by the evaluation team, the organisation or legal entity must self-assess its report by following the instructions in this guide and completing the [blank report found in the appendix](/guide-devaluation-des-bilans-en/annexe-1-rapport-dauto-evaluation-vierge). This will make it possible, in particular, to:

* To better know what to expect in the case of a first evaluation
* To properly prepare all evidence or additional documents required for the evaluation
* To correct any possible error preventing the balance sheet from being checked and validated

# Prerequisites for the Bilan Carbone® method

In order to have its assessment evaluated, the Organisation submits the documents required to the evaluation team. The list of these documents can be found in the section dedicated to Reporting, in [Bilan Carbone® methodological guide](/guide-devaluation-des-bilans-en/resources/bibliographie#guide-methodologique-bilan-carbone-r). To facilitate the assessment, an automated list is available in the[assessment tool](/guide-devaluation-des-bilans-en/resources/bibliographie#outil-devaluation-des-bilans).

Some supporting documents remain valid for several years, and carrying out a regular Bilan Carbone® approach, (especially for higher maturity levels), should not force the Organisation to systematically redo reflections that remain relevant. The evaluator therefore has a validity range for certain Deliverables:

* The Action plan and its quantifications, the objectives of the Transition Plan as well as its trajectory, remain valid for a period of **2 years**. However, it is necessary to keep the Monitoring of the Transition Plan up to date;
* The entire Stakeholder engagement process and the actions carried out remain valid for a period of **2 years** ;
* for an Advanced level: The risk analysis remains valid for a period of **10 years** ;

In order for the assessed footprint to be considered a Bilan Carbone®, the project team that carried out the assessment must be [trained](/guide-devaluation-des-bilans-en/resources/bibliographie#formation-a-la-methode-bilan-carbone-r). The requirements vary depending on the [Maturity level](/guide-devaluation-des-bilans-en/resources/glossaire#niveau-de-maturite-bilan-carbone-r) of the Organisation:

# Evaluation of compliance with the methodology

Evaluation of compliance with the methodology of Bilan Carbone® and Regulatory GHG Assessment.

Several criteria must be assessed to ensure that **the assessment complies with methodological requirements**. The criteria are defined below, along with the specific expectations for each of them.

Bilan Carbone® complies with the following principles:

* Low-carbon strategy: the approach seeks to add a mitigation dimension to the organisation's strategy.
* Long-term vision: the approach helps define the organisation's Transition vision for a Low carbon future over the long term.
* Anticipation: the approach encourages anticipating future changes.
* Pragmatism: the approach requires to[^1] remain pragmatic with regard to the results obtained, which are not always those anticipated beforehand.
* Consistency: the approach is consistent with current issues, that is, with the national and international strategies for combating climate change (National Low carbon Strategy, Paris Agreement, ...), and promotes the emergence of a Low carbon society.
* Accuracy: the biases and uncertainties inherent in the approach are quantified and reduced as much as possible.
* Significance: the approach seeks to cover as many emissions as possible, and to cover all so-called significant emissions.
* Assessment: the approach must result in outcomes that can be evaluated.

# Appendix 2: Checking compliance with the requirements of ESRS E1 (CSRD)

Since 1 January 2024, the European Corporate Sustainability Reporting Directive (CSRD) has entered into force for companies with more than 500 employees, more than €50 million in revenue, and more than €25 million in total assets. A phased implementation will be put in place until 2026. It requires reporting on the environmental, social and governance factors of organisations, with a double materiality perspective. The focus is thus on the impact of the organisation’s activities on the environment and society, as well as on the impact of societal and environmental issues on the organisation’s economic performance.

The CSRD requirements introduce an audit obligation by a sustainability auditor. The implementation of the CSRD therefore introduces the need to verify the statements, both in their form (quality of the process followed, competence of the people carrying it out, etc.) and in their substance (justification of the figures displayed, relevance of the transition plan resulting from the approach).

In Appendix 1 of this guide there is a [blank control report](/guide-devaluation-des-bilans-en/annexe-1-rapport-dauto-evaluation-vierge) in the form of tables to be completed by the control team. The [completion method and the expectations](/guide-devaluation-des-bilans-en/annexe-2-controle-du-respect-des-exigences-de-la-esrs-e1-csrd) are explained in this Appendix 2.

The purpose of this control is to enable the organisation producing the statement to verify and validate compliance with all the requirements of the ESRS E1 standard of the CSRD, in relation to climate change. <mark style="color:orange;">Under no circumstances does the result at the end of this control concerning the requirements of ESRS E1 of the CSRD entitle the organisation to an exemption from the audit, as provided for by Ordinance No. 2023-1142 of 6 December 2023.</mark>


# CSRD ESRS E1 prerequisites

## Self-assessment:

Before the assessment team proceeds with reviewing the balance sheet, the Organisation or Legal entity must self-check its balance sheet by following [this guide](/guide-devaluation-des-bilans-en/annexe-2-controle-du-respect-des-exigences-de-la-esrs-e1-csrd/evaluation-des-exigences-csrd-esrs-e1). This will make it possible, in particular, to:

* Better know what to expect in the case of a first review
* To properly prepare all evidence or additional documents required for the review
* To correct any possible error preventing the balance sheet from being checked and validated


# Evaluation of CSRD ESRS E1 requirements

Various criteria must be assessed to verify the compliance of the report with the different requirements of ESRS E1. In the [table in the appendix](/guide-devaluation-des-bilans-en/annexe-1-rapport-dauto-evaluation-vierge), each column represents a method/report and each row represents a criterion to be assessed. Below, the criteria are defined by theme and the overall expectations are given, for the reporting statement of the ESRS E1 standard of the CSRD (ESRS E1 data points being constantly evolving, for more information, we recommend referring to the [bibliography](/guide-devaluation-des-bilans-en/resources/bibliographie#csrd)).

According to ESRS E1-6, the Organisation must report:

* gross GHG emissions from Scope 1
* gross GHG emissions from Scope 2

* total gross GHG emissions

The Organisation must include in its Reporting all GHG emissions (scope 1 and 2) over which it has operational control. It must also include scope 3 GHG emissions occurring in its value chain.

Gross GHG emissions from scope 2 must include:

* gross GHG emissions on a "location based" basis (using information on the local energy mix)
* and gross GHG emissions on a "market based" basis (using market-based information, depending on the electricity the Organisation chooses to purchase).

According to ESRS E1-5, the Organisation must present its total energy consumption related to its own activities, from non-renewable sources and renewable sources, broken down by source. Where applicable, the Organisation must break down and present separately its non-renewable energy production and renewable energy production.

It must also provide an explanation of how the Transition Plan is integrated into the overall development strategy and the Organisation's financing plan. Also, this reporting must state whether this Transition Plan is approved by the Organisation's administrative, management and supervisory bodies; if the Organisation does not have a Transition Plan, this chapter must then detail whether and if so, when it will adopt one.

According to ESRS E1-1, if applicable, an explanation of the objective pursued by the company to align its economic activities (revenue) with the Taxonomy Regulation (EU) 2020/852, including all delegated regulations related to climate change mitigation and adaptation and its future alignment plans with the taxonomy.

According to ESRS E1-4, the Organisation indicates whether and how it has set its emissions reduction targets or any other target allowing it to manage material climate-related impacts, risks and opportunities. GHG emissions reduction targets must be presented, for all three scopes, in absolute terms and, where relevant, in intensity terms. GHG emissions reduction targets must include target values at least for 2030 and, if available, for 2050. In addition, the Organisation indicates whether the GHG emissions reduction targets are science-based and compatible with limiting global warming to +1.5 °C.

According to ESRS E1-8, the Organisation must report whether it applies internal carbon pricing systems, and if so, how these support its decision-making and encourage the implementation of climate-related policies and targets.\

The information must specify:

* the type of internal carbon pricing system
* the specific scope of the carbon pricing arrangements (activities, geographies, entities, etc...)
* the carbon prices applied depending on the type of arrangement and the critical assumptions used to determine the prices, including the source of the carbon prices applied and why these are considered relevant for the chosen application
* for the current year, the approximate gross GHG emissions volumes for Scopes 1, 2 and 3 in metric tonnes of CO2 equivalent (tCO2e) covered by these arrangements.
